A good Budget for the Villager, and also the Cement Industry

"….quit like the manufacturing and services sectors depend on quality of infrastructure for their competitiveness, our agriculture also will be able to make a difference, in terms of productivity and competitiveness, if supported by proper facilities like irrigation, rural roads, access to markets, electricity and telecommunications? ?this is what we had to say in one of our editorial pieces last year. Therefore, it goes without saying, that we are delighted to see all the rural investments and initiatives the government has proposed in Budget 2016/17. This has to do with irrigation, roads, sanitation, electricity connections, public transportation systems ? all in our villages. Add to this the large monies and/or effort earmarked for the Panchayats, MNREGA, interest subvention on agricultural loans, croreop Insurance Scheme, rural LPG connections for poor women, direct benefit transfer for fertilisers, PURA and many more such small and big proposals, and we have a Budget that is finally designed for the hitherto forgotten villager. We truly wish that collectively, we succeed in implementing these initiatives, and thereby achieve the goal of doubling our farmers?income by 2022 (do not know if it is nominal income or real (inflation adjusted) income))!

The only discordant note in this rural thrust, is the absence of anything of substance for the schools and health centres in villages, on the facile pretext that this is now in the states? territory. We think that the Central Government of a large, diverse and developing country like India can ill afford to take a hollow and superficial position like that. Instead, it should go about formulating health and education strategies and developing recommended model policies for the states to implement, with much more urgency. The government will fail in its duties if it were not to mentor the states in this matter of truly national importance.

Where does this leave our manufacturing or services sectors, or for that matter, our slogans of Make in India, Skill India and Smart Cities? What happens to Start Up India or AMRUT or Sagarmala? Other than roads and highways, the Budget has disappointed all other infrastructure segments like ports, airports and urban infrastructure. Take, for example, the pet project Smart Cities, where a provision of Rs 3,200 crore has been made, against a requirement of Rs 10,000 crore. Take AMRUT, where money provided is Rs 4,000 crore against an estimated requirement of Rs 15,000 crore. Against a demand of Rs 33,000 crore for metros all over the country, only Rs 10,000 crore has been allocated. In the current year, the roads and highways sector has done reasonably well even in the face of headwinds, and has been amply rewarded with a provision of upward of Rs 1 lakh crore. This augurs well not only for travellers but also for road contractors and developers in the immediate term. What about Cement companies? All of this will need Cement and Concroreete in large quantities, and we feel this budget is going to trigger a much awaited upswing in the consumption of cement in the country from the later half of FY 2017

With the emphasis on roads, railways, housing, irrigation (and not so much directly on Make in India), one can safely expect a spurt in demand of skilled construction workers. There are two or three serious implications of this. One ? this will further incroreease the bias of employment opportunities in seasonal/informal/unorganised sectors, which are very weak on welfare measures and protection of workers? rights. Secondly, construction projects may get delayed due to shortage of skilled labour, caused by demand ? supply imbalance in the labour market. On one side, we have a potential growth in construction projects, and on the other side, possible improvements in wage opportunities in villages. The construction companies will have to find answers to this complex issue.

Leonard unveils Descender Duo, a dual-head robotic demolition arm designed to improve industrial safety and reduce shutdown time by up to 50 per cent.

Industrial robotics and refractory services specialist Leonard has launched Descender Duo, a dual-head robotic demolition arm designed to improve safety, accelerate maintenance and reduce shutdown times in hazardous industrial environments. The system made its debut at Lisahally Power Station in Northern Ireland, removing 25 tonnes of slag material within hours.

Developed for the cement, metals, waste-to-energy and petrochemical industries, Descender Duo enables remote-controlled refractory demolition, anchor cutting and welding, and refractory spraying inside boilers, calciners and silos. Its vertical-access design eliminates the need for personnel to enter confined, high-risk spaces during these operations.

Weighing less than two tonnes, the pre-assembled system requires an access opening of just 1.2 m². Supported by an external overhead hoist, it uses electrically operated hydraulic stabilising legs to secure itself inside vessels. The robotic arm offers 360-degree rotation and is suited to vessels approximately 9 m in diameter, with its operating reach extendable through strategically positioned access points.

Equipped with two independently controlled robotic heads, Descender Duo can perform identical or different tasks simultaneously, including refractory demolition, anchor cutting and spraying. Its remote-control system incorporates live camera feeds, allowing operators to monitor operations without entering hazardous environments.

According to Leonard, the technology can deliver time savings of up to 50 per cent compared with manual methods. Its ability to operate at temperatures exceeding 100°C allows maintenance to begin as early as 24 hours after burner shutdown. An all-electric power supply further supports cleaner and more cost-efficient operations.

First Deployment Demonstrates Shutdown Efficiency

The system was first deployed at Burmeister & Wain Scandinavian Contractor’s (BWSC) Lisahally Power Station in Londonderry, Northern Ireland. The facility generates electricity from grade C waste wood, supplying approximately 40,000 homes and businesses.

Leonard and BWSC collaborated to develop a customised solution for the plant’s 26-metre furnace, where extensive external pipework created significant access challenges.

Mark Leonard, Managing Director, Leonard, said, “It required new thinking and rather than step away from the problem we were committed to solving it for the customer, with the customer. We’re relentless in our approach to tackling complex challenges, head-on. We took our years of cement plant experience, coupled with our working knowledge of the BWSC plant, and designed, engineered and tested a completely new vertical solution within just seven weeks from that initial conversation with the customer. That solution was the Descender Duo as we know it today.”

Traditionally, the furnace required a cooling period of up to 36 hours before preparatory work could begin, followed by manual slag removal using rope-access personnel. With Descender Duo, work commenced just 24 hours after shutdown, reducing downtime by up to one day.

The deployment removed 25 tonnes of slag within hours, eliminated the need for at least six workers to enter the hazardous furnace interior and saved 26 hours in the shutdown programme.

“The effectiveness exceeded expectation,” said Martin Doran, Plant Manager at Lisahally Power Station.

“When the Descender Duo concept was first discussed, we had to spend some time with the team from Leonard looking at how it was going to be moved into the furnace. Every site is different and that presented its own challenges, but nothing that the team couldn’t overcome. Once it was installed we were hugely impressed by its efficiency.”

Expanding Industrial Robotics Applications

Descender Duo joins Leonard’s existing portfolio of robotic maintenance solutions, including the Axis horizontal-access arm, Nano confined-space access arm, Charger cement mill media recharging system and Calibre cement mill media grading system.

Headquartered in Northern Ireland, Leonard provides robotic refractory demolition, installation, inspection and industrial maintenance services across the cement, metals, energy, biomass, glass and civil engineering sectors.

Formerly known as G Leonard, the company has more than 35 years of industry experience and operates across Europe, North America, the Middle East, Africa and Asia-Pacific.

The latest innovation reinforces Leonard’s focus on replacing hazardous manual processes with robotic systems that improve workforce safety, enhance operational efficiency and minimise industrial downtime.
