JSW Cement has inaugurated a new cement grinding unit in Sambalpur, Odisha, through its subsidiary Shiva Cement, as part of its strategy to strengthen its footprint in eastern India and cater to rising regional demand.

Funded and managed by Shiva Cement in partnership with Bhushan Power and Steel Limited, the new unit has a production capacity of 1 million tonnes per annum (MTPA), taking JSW Cement’s total installed capacity, including subsidiaries, to 21.6 MTPA.

Nilesh Narwekar, Chief Executive Officer, JSW Cement, said, “The eastern region is poised for exponential growth in the coming years. With the rapid expansion of manufacturing and infrastructure sectors, Odisha is playing a pivotal role in driving the region’s industrial and economic progress. This new Sambalpur facility is a strategic milestone that strengthens our market position and reinforces our commitment to sustainable operations.”

Narwekar added that the world-class unit will enhance JSW Cement’s eco-friendly footprint, aligning with the company’s broader sustainability and capacity expansion goals.

Strategic Expansion In Eastern India

Shiva Cement’s manufacturing facility, strategically located at the tri-junction of Odisha, Chhattisgarh, and Jharkhand, provides efficient access to key raw materials required for cement production.

JSW Cement is pursuing an ambitious expansion plan to establish a pan-India presence, targeting a grinding capacity of 41.85 MTPA and a clinker capacity of 13.04 MTPA.

Its integrated unit in Nagaur, Rajasthan, featuring a clinker capacity of 3.3 MTPA and a grinding capacity of 3.5 MTPA, is currently on schedule for commissioning.

Sustainability Leadership

JSW Cement continues to lead the industry in environmental performance, maintaining the lowest carbon dioxide emission intensity in the sector — recorded at 277 kg of CO? per tonne of cementitious material in the first quarter of FY26.

The new Sambalpur grinding unit strengthens JSW’s focus on low-carbon manufacturing, supply chain efficiency, and regional accessibility, reflecting its commitment to sustainable growth and green infrastructure development across India.
