The urban development ministry has set a target to streamline approvals for construction works including real estate projects in urban areas in 30 days. In a first step, the ministry has asked Brihanmumbai Municipal Corporation (BMC) and South Delhi Municipal Corporation to pioneer the automatic online mechanism to sanction all approvals in 30 days so that all other municipal bodies can follow this model. A review of the present practice across municipal bodies noted that in Mumbai 27 clearances from different agencies were required to be taken and the average time taken for according final approval is 162 days. The cost of obtaining approvals including payment of development charges comes to around 46 per cent of project cost. In Delhi, 24 such clearances were needed and it could take as many as 207 days.
